The obligation to have 3% of employees under 26 in the workforce of the various federal public services, (FPSs), is not being fully complied with. This is reported in Le Soir on Friday, based upon statistics supplied by the Minister for Employment, Kris Peeters (CD&V).
Since April 1st, 2000, it has been law that all employers, employing at least 50 workers should have, within their workforce, at least 3% of employees under 26. This provision also applies right across all public service sectors.
According to the Minister of Economy and Employment, Kris Peeters, questioned by the senator, Christophe Lacroix (PS), “...the number of employers meeting the obligation as regards people’s first jobs has declined from 87% in 2008 to 78.5% in 2014.” He observes that for those working within the public service sectors “public sector employers are making too little effort to employ youngsters.” Only 49% of federal institutions are meeting the 3% obligation.
Le Soir finds the situation absurd. It raises the point that the federal government is less compliant than the private sector, in respect of a legal obligation which the former ironically instigated.
