    The German constructor Siemens has submitted an appeal to the State Council to contest the SNCB’s decision to go with the Alstom-Bombardier consortium. The dispute is over a framework contract to build double decker trains said to be worth three billion euros, l’Echo reported on Tuesday. The railway company says that the order, which will provide 145,000 extra seats but has not yet been confirmed, will not be finished in 2017 as planned. It could be “the biggest investment in new transport equipment ever”, say the SNCB.

    The delay in the delivery of the new trains could have an impact on the company management’s desire to improve the quality of the railway service.

    Over the last few weeks, due to appeals by Siemens and then Alstom, the State Council has twice delayed deals made with the two rival companies.
