Privatisation: bpost has no competitors

The privatisation of the postal market became a reality in 2011, but apart from TBC-Post, bpost has no real competitors. Privatisation is not working, according to IBPT, the sector’s regulator. It asked WIK, a consulting bureau, to do a study, L’Echo revealed on Wednesday. This study shows that one of the main obstacles to competition on the Belgian market is the license system candidates have to respect. This system “creates major barriers to entering the market, and has stopped other operators entering the postal market”, says the consultant. There is no justification, as “this restriction on competition does not seem necessary to protect universal service”.

The study also says the universal service guaranteed is too large. “It needs to be limited to what is strictly necessary, to a simple postal service”. Finally, bpost’s access to the network is also an obstacle to candidates.
