Most Flemish civil servants feel good at work

Eighty-eight percent of Flemish civil servants enjoy their work, and 85% feel good about being at work, according to a survey conducted among Flemish government employees.

Every two years, the Flemish government surveys its staff for job satisfaction, and in 2024, 42 entities participated, comprising 15,636 employees. The Flemish government remains an attractive employer, with 85% enjoying their organisation and 73% proud to work for it. Additionally, 78% would recommend it as an employer, and 90% feel their work benefits society.

Many results show improvement compared to the previous survey, with 79% able to participate in valuable training and 85% learning on the job. Notably, perceptions of internal mobility have improved: 56% now view job change opportunities within the government positively, an increase from 38%.

On diversity and inclusion, 69% believe everyone has equal opportunities, but 3% feel discriminated against, particularly those of foreign descent, with disabilities, or in level D positions. Most staff trust their organisation’s integrity, but 22% believe it sometimes operates improperly.

Views on fair remuneration are mixed. While 55% find internal pay fair, only 40% are satisfied with comparisons to the external market. Nearly half desire more flexibility in their compensation packages. A new salary system available from January 2025, discussed by Minister Hilde Crevits, may address these issues.

Management was also surveyed separately, and members view the government’s functioning more positively than in 2022. However, they remain critical of human resources and compensation policies, particularly regarding external recruitment and staff retention.
