The Dutch consulate in Antwerp received an envelope containing powder on Tuesday, according to local police.
The letter was handed over to the civil protection services for analysis.
Consulate staff who came into contact with the envelope have undergone medical checks and have shown no symptoms.
The police have launched an investigation to identify the sender of the powder-filled letter.
