Over 2,000 driving tests not taken due to inadequate supervisors

Since 1 March 2024, 2,242 aspiring drivers in Flanders have been unable to take their practical driving test due to their accompanying supervisor not meeting the necessary requirements.

Specifically, these supervisors failed to attend the mandatory training session or did not attend it in time, according to statistics requested by Flemish Parliament member Sofie Mertens (CD&V). "When such a high number of supervisors are being pulled up for this, it’s clear there is an issue with the flow of information. This needs urgent evaluation because valuable time is being lost," she said.

In Flanders, candidates have the choice of learning to drive through an accredited driving school or opting for a more informal method known as free supervision. With free supervision, candidates can learn to drive with a supervisor from their circle, such as a parent, relative, or friend. However, since 1 March 2024, these supervisors have been required to complete a three-hour training session, called the 'training moment,' at least five months before the practical exam.

Between 1 March 2024 and 30 April 2025, 63,634 individuals attended this training. Nevertheless, according to Mertens, there remains significant confusion regarding the training requirement. Data shows that over a 15-month period, 2,242 practical driving tests were unable to proceed because the requirements for the mandatory training of supervisors were not met.

"There is a need for clear communication at the time of provisional licence application and when registering for the practical exam. The training moment should not be an administrative trap," Mertens said.

The CD&V MP added that it is high time to evaluate the system itself. "We need to determine whether the training moment genuinely enhances the quality of driving education. If so many people are being turned away for not meeting the training requirements or are dropping out during the training, it is evident that there is an underlying problem."
