EU commits €10 million to fast-track Ukraine’s digital alignment with Europe

The European Union is allocating €10 million to support Ukraine’s digital transformation, including upgrades to public services, digital infrastructure and work to align Ukrainian systems with EU standards.

The funding will be used to improve the efficiency and transparency of public service delivery, develop cross-border digital services that can be used regardless of where citizens are located, and support measures bringing Ukraine closer to EU standards, the European External Action Service (EEAS) announced on Friday.

The new funding phase is being delivered through the DT4UA project, implemented by the e-Governance Academy.

Planned work includes rolling out Trembita 2.0, an upgraded “interoperability” system that enables secure data exchange between state registries, and expanding the Vulyk system used by Administrative Service Centres.

It also includes creating a Personal Data Access Monitoring Subsystem, designed to let Ukrainians see when government organisations view their personal information.

Cross-border services and EU data rules

Recommendations will also be developed to support implementation of EU Data Governance legislation in Ukraine, to help harmonise Ukrainian digital services with EU standards, the EU Delegation to Ukraine said.

Ukraine’s Acting Minister of Digital Transformation Oleksandr Bornyakov said the funding would support implementation of Trembita 2.0 and adapting data management to European standards.

The e-Governance Academy has worked with Ukraine since 2012, and EU-funded projects implemented by the organisation have received more than €60 million since 2016.
