Despite the popular rhetoric of "free education" in Belgium, an increased reliance on digital tools at school—including early education—has provided a new financial challenge for families.
Though parents are asked to pay for special educational activities like swim lessons, sports, excursions and cultural engagements, the costs of basic supplies in early education (such as pencils, papers and scissors) are paid for by the educational institution with support from the Wallonia-Brussels Federation. Additionally, the contributions parents are solicited for are subject to limits to keep the costs low.
Reliance on computers for schoolwork
The League of Families, an advocacy group, has conducted a comprehensive survey on digital technology within schools. The findings revealed that procuring computer equipment for school is significantly augmenting the overall financial burden faced by families.
Merlin Gevers, leading educational initiatives at the League of Families, told RTBF: "Over the past five years, digital technology has permeated the education landscape. Now, 40% of primary students and a staggering 90% of secondary students rely on computers for their academic tasks—both within the classroom and beyond." The survey underscores this financial strain, with median computer costs reaching €560 for primary students and €600 for secondary students.
The League of Families advocates for the provision of free computers to all Secondary 1 students. Their assertion is clear: if computer equipment is a fundamental tool for learning, it should be accessible to every student, devoid of cost.
However, the gap between intent and implementation is apparent. Despite measures introduced to mitigate computer purchase costs for schools, these efforts have yet to realize their full potential.
"Of the 15 million euros annually allocated since 2022 to support families in obtaining IT equipment, a meagre fraction has been utilised," added Merlin Gevers. This financial reality underscores a clear disconnect between policy aspirations and practical assistance.
