The City Council of Mons has rejected an application for planning permission to convert a former sports centre into a cultural and religious centre, which would include a mosque and a Quranic school.
The Council announced on Monday that its decision followed a thorough analysis of the project and feedback gathered during the administrative process carried out by city services, expressing regret over not being involved earlier in the planning stages.
City officials noted that the site, on Avenue du Plan Incliné in Jemappes, is located in a residential area known for its peaceful atmosphere, uniform architecture, and high housing density. They stated that any collective project in such an area must clearly demonstrate compatibility with the existing environment.
The project was found to have significant shortcomings, such as an incomplete environmental assessment, a total lack of mobility study, inadequate parking provisions, uncertainties regarding the centre’s operations—in terms of hours and activities—and a negative impact on the landscape.
Despite the refusal, the Council affirmed its support for cultural, religious, and community initiatives, provided they are developed transparently, cooperatively, and with respect for the quality of life.
