The rider, who was from Hainaut, crashed heavily on the descent at Berismenil. According to prosecutors, he was travelling at about 60km/hr when he fell.
Race organisers said on Sunday that, according to witnesses, he had tried to avoid a water bottle before falling head first.
He was taken to the Citadelle hospital in Liège with serious injuries, and died there on Monday.
About 1,500 amateur cyclists were taking part in the annual race in La Roche-en-Ardenne, which is presented as Belgium’s oldest cyclosportive event.
